Is it wise to plant in all this rain

I went away last weekend and my Broccoli and Kale were fine. They both had quite large leaves. When I returned on Monday several leaves had been snapped off or were hanging off. At first I thought it was slugs however was wondering if heavy rain can cause larger leaves to come away from the plants suchas these.
