All my potatoes have been his by the frosts this week and the foliage is black in places and flopped all over the place.  Can I leave them in the ground or should I dig them up and store them?

You can leave them in the ground provided slugs aren't going to munch them.  Equally, you can lift and store in a cold dark place.

Would like to leave them in but some of the foliage is a bit slimy

Foliage will dry off pretty quickly & will do no harm.  Hint: mark the drills.

cut the foliage of close to 6he ground now and it will be fine ,put slug pellets down

i wouldnt if its not neded just put more soil over them if ya woried .but if it rains a lot then have them up
