My chillies aren't growing

I sowed my chillies on 13 February and pricked them out into 3" pots in a mixture of JI No.1, multi-purpose and vermiculite  in mid  March (didn't note the exact date).  They don't seem to have grown much recently and there are no roots showing at the bottom of the pots so they don't need repotting.  The cotyledons are looking a bit pale and though the true leaves are green enough, one or two are curling in a bit.  They are on the bench in a frost free greenhouse (heater set to come on about 7 degrees) and I put shade netting up on sunny days.

Has anyone got any ideas why they are so slow growing and what I can do about it?

They'll be too cold.

Bring them in at night until the over night temperature is at least 10 degrees.
