Most decent mobile phones have GPS and a camera, both useful things to have on these occassions.

Photos sounds good, for evidence if necessary, but it's really better to report neglect as the RSPCA are recognised and uniformed with appropriate skills to find and help the owner or remove the animals.

I'm not sure it would be very wise to approach a neglectful owner yourself.......
