my allotment looked similar when I got it, after a year or so of digging over the same small patch decided I'd have to get a man, so I found one on internet dating site, he did such a good job I decided to keep him on and we got married earlier this year, lol, well he had other uses too. 
DH does a fab job with the heavy work of allotment, we wouldn't be eating our own fresh veg if it wasn't for him.

My new allotment had weeds above my head when I got it in the spring.

They are all gone now, thanks to my trusty Azada :)

I can really recommend a mattock for digging an overgrown allotment. I took my plot over in July last year (very overgrown with weeds higher than me) and when I first started digging with a spade and a fork it took ages and I bend the fork as the soil was rock hard.
Then I tried a mattock as one of the old boys on the allotment mentioned it to me and it was so much easier. The mattock cut through the soil like butter and the only effort I had was to lift it each time as it is quite heavy. I could also easily dig out old current bushes and rhaspberries and lift the mat of couch grass roots without chopping them into little pieces.
It saved me such a lot of time and I had the allotment already up and running 2 month after I took it on.

Right on all those counts Puenktchen.

This is the fifth plot I've ever used one on, and although it sounds like unnecessarily hard work, the narrow blade does work in a very easy way, and an hour's work can show an impressive result!

First of welcome to the mad house.
My way of clearing is really really easy, you just need two things.

The first one is this.....

 and then one of these......


there is a small chance you wont be able to work the land for a while but it will kill the weeds off without breaking your back.
