What's up with this garlic??

My garlic are begining to show themselves a bit now but they're not growing straight up. I grew this kind last year with no problems and although I didn't pay much attention to them at this stage of growth last year I'm nearly sure they wern't curling leaves like this. I'm growing them in a new raised bed this year and mixed a bit of fish, blood'n bone into the soil before planting, but I didn't use that much so would'nt have thought it was a case of overfertilization. Has anyone else's garlic did this before and is it just a phase they'll go through possibly?   I've got another empty raised bed next to them that I could use to carefully transplant them into if I had to (worse case scenario).
   Anyone give a view on this?? I'll try to upload 2 photos.

I think if mine were like that, I wouldn't even have noticed.

I take it, it's just the bottom one?
Did it really tell you to do THAT on the packet?

   They seem to be getting worse so reckon I might just transplant them to a different bed.  I know some things don't like their roots disturbed in mid growth. Anyone heard this about garlic??

I noticed today that my Music garlic is a bit curly but the other one I planted (can't remember which variety it is at the mo) has completely straight leaves.  They are right next door to one another, so maybe its just one of those things  :)  I'm leaving mine to get on with it  :)

Looking at the photos, I noticed the curly leaves are the outer leaves but the inner ones are growing straight up and look healthy.  As the outer leaf would be the first one to emerge, maybe it had got trapped when pushing up (a stone or perhaps something to do with the clove when it got planted) but now that it has broken through, the inner leaves can grow more freely.  With a mild winter then a snow fall, maybe it had emerged then got "flattened" / weather tested ... personally I can't see anything wrong.  I think you may have more problems if you tried to move them.

Ok, cheers. No horse manure (that I know of) but just got the soil not long ago but I've had soil from the same place in the past with no problems. Got about 70 garlic plants in the bed and about 70% of them are showing this curling.

If the 70/30 split of twisted/normal is in obvious "zones" there could be some other issue with the soil, but if it's fairly random I'd go with BabbyAnn's suggestion - there does appear to be a lot of stones around the plants in your pic.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!
