wikipedia says
Quote
The hollyhocks make up about 60 species of flowering plants in the genus Alcea (Ál-ce-a) in the mallow family Malvaceae, native to southwest and central Asia. They are biennial or short-lived perennial plants growing to 3.5 m tall,

I'v always treated them as short lived perenials, rust seems to get them.

There is one hybrid, grown as an anual, grows & flowers 1st year. "Summer Carnival".

They're all perennials for me. Some don't live a long time but they certainly self seed quite freely. Now they're at the point of nuisance.  And they're extremely hardy while they live.

Well - I think after my experience of last year with the rust - I would say annual.  Just dug my rusty ones up and composting them. They were just to infected to anything else with.  They were pretty last year though. Enjoy yours

Mine come up every year and also seed so I've a lovely display at the back of the border.
It's easy enough to pull out any unwanted ones and/or move any  to a more suitable place.
They are pretty tough and went through last winter no bother....even the ones in pots.
I brought these from my last house as roots and seed.
