Can I start clary sage in a starter bed and then move them on to their permenant position or do they dislike being moved?

Most herbs are pretty resilient at being moved. Sow the seeds thinly so you can scoop up enough soil/mix with the root ball for minimum disturbance and faster revival. Sage seeds are slow to germinate so be patient.
