celeriac germination

I wonder if its is last season's seed that is struggling? I've noticed that once or twice before - that, for a particular crop, in a particular season, lots of people were struggling with germination.

My Celeriac germinated well this year - but I used the same packet as last year, which I had bought the year before ...
