difficult to say as you haven't put your location. people on southern parts are sowing/trying to sow chilli. I am holding myself for week. sunlight hours is still a problem. I would say hold back a week.  :)
if your hands are itchy/have more seeds for the second sowing... then why not  :)
One kid is handful. Two kids.... Example for chaos theory. Hats off to my mum who managed three...

It has been so grey, with very low light levels that I'd be inclined to leave them a week (or even 2).

Unless of course, as Prakash says, you have spare seed and don't care if the first plants get too leggy to be of any use and you have to start again.
It's not germination that's the problem - it's growing them inside until the weather is good enough to put them out :(

I am planning on growing about 6 types of chilli this year. Some for the first time. I have sown two types just last week as I plan on growing these in the house as window plants anyway- Twilight and Praire fire. If they get big and the summer is warm I will get them out a bit. I am going to leave it till the start of March for the rest as I dont have window ledge space and want to use it for so many other things!

If the get leggy repot and bury them up to the first leaves. It worked for me last year.
