Composting leaves with black spots on.

I am (unfortunately) surrounded by sycamore trees, their leaves are covered with large black spots.  I am sweeping them up.  Is it safe to bag them up to make leaf mould or is it safer to put them in my council compost bin?

Have a look at http://hedgerowmobile.com/tarspot.html  This is a fungal disease which only affects a few tree species and then does them little harm.

So bag them up!
