No. 2 is a bit iffy, but 1, 3 and 4 are on the money, especially if you've got water restrictions. By keeping the moisture in the ground, it also helps keep the ground softer for the crop to grow and any top dressing nutrients will soak in easier.

all those, plus labour saving, plus improves soil structure and increases worm population if you use any organic material.

My favourite mulches are straw and shredded leaves (wetted down so they don't blow away).
