I think you can, but be aware that the roots are like digging up fat rubber bands and you are best using something like a pick-axe to hoick them out, then have a hot Radox bath or shower!
I work very hard so don't expect me to think as well.

You can, but I would wait until they have died back before moving them. Then I would plant them as if they were maiden crowns, leaving them completely alone next season before a light harvest the following year.
