Is now an OK time to plant jerusalem artichoke tubers? Someone with another plot has offered me some.

I would plant them in pots because they go a bit wild and are hard to get rid of.

May be a bit early to plant them now tho I would plant the same time as me spuds around march/april.

You are best planting them not, but I agree in pots, at least until you decide of you like them. They won't store out of the ground until spring, but store amazingly well in the ground.

if planted in a pot for winter are the tubers  frost hardy ?

As long as the pot is big enough that the soil within doesn't become totally frozen then yes. To be safe I would lag the pots if prolonged freezing weather is forecast
