I used to have to pot and cover mine in a plastic bag, then pop in the airing cupboard to get them to germinate.

I think you're being a bit too eager. Give them a few more days.
Did it really tell you to do THAT on the packet?

I planted mine on 29th April, and have had them in a heated propagator

First ones germinated in five days, last one is up this morning. Same batch of seed

So yes, don't think you can write them off yet. Just keep them really warm until they are up

(They then go straight into the heated greenhouse as soon as they pop their heads up, as it is now warm enough for them)

I've sown crystal lemon and Marketmore and they were up in a few days in a heated propagator. Potted them on and now they are in an unheated greenhouse and either covered in fleece or bought back into the house as the weather dictates.
I have my own cement mixer and not afraid to use it!!

Three varieties of F1 all germinated in 3 days at 25deg C in my airing cupboard.

The Marketmore took 5 days in the cupboard but like all non F1 seed is more erratic.   One is 2" high because I left it in the dark.  :(   2 have just broken the soil, and 3 others have not shown yet.
Sometimes my plants grow despite, not because of, what I do to them.
