Some of mine have popped up in the expected manner, ie like a small, tight bulb foliage.  There were however a couple of long skinny leaves in places, I nipped them off and had a sniff and they smelt garlicy, are these duff, or do you just get different ways within the same batch of cloves?

My bet is that some of the cloves were not divided up before planting.  Even when you really think you've divided them fully, you can get multiple shoots from a clove which has not yet formed a paper wall between itself and its neighbour.

Not too late yet to very carefully dig them up and just as carefully separate them before replanting.

Planted mine three weeks ago and nothing has popped up yet. Fingers crossed.

Yes garlic does transplant quite happily.

You could also simply cut all of the green shoots except one - the main plant.  This will give you maybe 3 cuts of yummy garlic greens for stir fries, etc, between now and, say, early June.  The main plant will produce a bulb as normal.

Scribbler,
Did you use your own saved seed? I've found that if you do,it quite often doesn't sprout until the first nip of frost. If you dig up one of the cloves you'll probably find it has made plenty of roots, and will shoot away once it's cold enough.

Thanks for that Rob. I got some Roja from Dobies. ONE showed a week ago, but no others. We'll see that happens!
