I came home last night to find that the cows in the field behind my garden had managed to get their head through the fence and had pulled over a bag which had potatoes growing in and have eaten all the leaves just leaving the stalks.

Will the potatoes continue to grow without the tops or should I just turn them out and harvest them at whatever size they are?  They are second earlies but were not dying off

with no leaves to feed them they cannot get bigger 
You may wish to wait to see if the stalks grow new leaves, but as they were near to harvest time anyway, I'd just harvest them
