Can someone tell me please when a pullet becomes a hen, and at what age is a hen classed as fully grown and with full feathering?

A Pullet is a young hen which is less than 1 year old.  Don't know if there's an official definition of when a hen is fully grown/ feathered or at least if there is I've never heard it.  In any case the exact age would vary with breed and individual.
