Can anyone tell me how to use Neem Oil?
Do I use it neat or dilute it?

hi, neem needs dilution....per 1 litre of water, 5ml neem, 10 ml soft soap, you`ll probably have to warm the neem in hot water (assuming your using organic cold pressed neem, as you should)..hope this helps with your aphids,thrips.
