I have been keeping my tarragon in a cold cellar but it has started to grow! The shoots are pale as there is little light down there. Should I leave it and hope that it doesn't do much more yet or bring it up into the warm house and let it grow? This is the first time that I have overwintered tarragon; I was expecting it to stay dormant for a lot longer.

In previous years my (French) tarragon started growth quite early too, but was in the GH (not had a look this year yet.)

Think it needs to be in the light - although it may grow new shoots if brought into the light later, it's probably not worth risking it having been weakened too much to actually do that.

Will need hardening off before eventually planting out of course.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

I do have a mini greenhouse but I presume that it would be too cold out there at the moment  :unsure: or would it be better than the dry air inside?

I presume it's the French variety which I used to grow outside as a permanent herb. Give it some light and minimal water, put it somewhere cool, nip the pale shoots off, then pop it into your mini-GH with a bit of insulation such as bubble-wrap around the pot, but don't deprive it of air as it may succumb to rot. 
I work very hard so don't expect me to think as well.
