Chives tend to deter carrot flies, but other than that, I don't think too many herbs are offensive to pests.
Recommendations to grow would be chives, rosemary (take it inside for winter), oregano, basil, summer savory and perhaps some mint but in pots only. Never plant mint directly in your garden - trust me!  These are popular basics. Fennel is also nice - the bulbs is delicious chopped up raw with a vinegraitte or baked.

I'm not a great believer in that particular something will deter particular something and there is a library to that as to amounts, time of growth, etc.

Mixed planting and interplanting will produce a healthier environment than monoculture, which is a breeding ground for nasties.

I grew basil in amongst my tomatoes last year - not sure if it did any good but the smell was lovely and handy to pick along with the toms.
Self-sufficient in rasberries and bindweed. Slug pellets can be handy.

Basil and toms are a recommended combo, but I think mostly because both need the same sort of soil and regular watering to do their best. You can't lose with this combo.
