Council composters...

I get more weeds, primarily creeping buttercup and dock, from our own home-produced horse-muck than from any council-produced compost

Most multi-purpose (peat-free or otherwise) contains a fair amount of composted green waste these days. 

A big heap of freshly shredded green waste heats up to an amazing degree even in an open composter.  I used to work for a nursery that had a garden maintenance\landscaping side to it and generated a lot of green waste, including every type of problem weed.  They hired a huge shredding machine with an operator 3 or 4 times a year and the heaps of compost we got were great.  They used to spread it as mulch and I used to take bags of it home as well
