We have at the moment Leeks (Small) "flower of spring" cabbage Japanese onions, and Garlic overwintering on the plot. When is the best time to start feeding them, or should I have been doing it all winter?

Top dressing is commonly applied in spring. Organic pelleted chicken manure is a good one, but if they were well manured for planting, something lighter might also be used.

I agree with gobs for Japanese onions and Garlic - stop feeding before June starts.

  I wouldn't feed the others anything at all.  Cabbage / leeks will be up by Apr/May

       neither would I apart from onions maybe, probably give em a bit of growmore in a couple of months.

I meant the onions and garlic, leeks and cabbage I wouldn't bother either.
