Have seen the phrase a lot, but what exactly does it mean? For horse manure, say.

when it is crumbly and no longer smells like 'poo'   :D

And that can take anywhere from 6 to 12 months, depending on how tall the pile is and whether or not anything is incorporated in the manure, like straw, etc.

Once it no longer smells like 'eau de manure', it should be okay.
