grass seed not growing - help please

I have re-seeded twice the patches where 'Fleur' did little wees.   Both times the seeds are refusing to grow although I give them a watering with the hose most days.

The trouble is the remainder of the lawn is growing well, and the grass is growing out sideways and covering the patches over and whilst it looks better, its obviously not the answer and I keep going round on my knees cutting the side growth away with scissors.
What am I doing wrong and will it start to grow if we ever get any rain.  Thanks, Mrs Bouquet.

The creeping (bent) grasses will root where they touch and grow over the patch eventually. When we get some decent rain your seeds will probably germinate, but in the meantime I'd let the grass grow over

Where may I ask did you buy the seed ?

I ask, as there is a large store "Wi**in***N" in Worthing, we bought their grass seed & nothing.

Maybe a dodgy batch ?
