New to the forum, but need advice about the noise from the next allotment.

My question, are allotments places for piece and quiet in this busy world?

I did not mind the 20 odd wind chimes, but by the time my neighbor erected 2 home made pigeon scarers which make loud clanking noises, constantly, I got rather upset.
I used to like to sit after a dig with a cup of tea. Now its a case of dash round what needs to get done and get away before a headacke  happens. It has turned the allotment into a place of misery.
This has been going on for 2 years. I am at the point of giving up (which is heartbreaking as we cleared a plot that had not been used for 20 years) . The allotments are still sparcely used so I have no neighbors to back me up.
What say you all?
