Raspberry plants prefer a more acidic soil and tap water and many soils tend to be more alkaline which then locks away nutrients the roots need. A good feed of aged manure soaked in water for a day or two, or even mashed so its only slightly lumpy and the water can end removed will do. Adding some peat moss will help or even watering in with a few tablespoons of plain vinegar in water will help.
Your trace elements feed will be helpful once the soil alkalinity is broken.
