Our local council have a community composting site which are run by volunteers. Will this be a good one to put on the plot is it a big gamble? (compost site is at thornbury - north of bristol)

Go and have a look at what they're doing

Get some and fill a seed tray on a windowill - water it, leave in the sun for a month and see what comes up. If nothing then you might be ok.

Not sure I'm with that last test. That will only show you what seeds may be lurking in there. If there weren't any in the first place, it will prove nothing.

What about more major problems, such as club root?

My club root affected stuff is skipped, I know it's not going to be composted. You need to be sure that a very high temperature is attained in order to kill off soil borne nasties.
