I've got some winter onion sets and garlic in plugs in the greenhouse. I put them in there because I was late with them and the ground was frozen.
Anyway they've come on quite well, problem is when am I best to plant them out. Do I wait till the spring comes ie. March or April or get them out as soon as the ground thaws out ? Any advice please.

I'd get them out ASAP.

To be honest I think they will run straight to seed. They should be in the cold ground not potted up in the greenhouse.

Sooner you get them in outside the sooner they wil start developing a healthy and resiliant root system (mine went in in October, my experience being that waiting fot the shortest day is uneccessary for contemporary varietals).  Last years shallots were in at the same time and the yeild was phenomenal (9:1 average and of a very good size).
