has the carrot fly gone for the year?

I planted some carrots on the allotment at the start of Aug for the winter (did some successfully last year in home garden, but on small scale). Now they have been covered with fleece since they germinated - Should I remove the fleece now or is there still a risk of carrot fly?

Leave it on until all the carrots are harvested and the plot is clear.
