Soil mixture, now or in spring

I basically have two choices i can mix manure old compost and topsoil and place them in a container in equal volumes now and then use green manure to keep it weed free, or i can wait till just before its time to mix it, then plant seedlings straight in, although this will result in bagged manure sitting in the garden for several months over winter...?

which is the best option?

Mix it now and the bugs will start work on it ready for the Spring. Cover with plastic to stop the weeds.

Now is certainly the time to set off the manure in the soil to let the worms and elements do the necessary.

but not fresh manure, right? Though I can't see why it can't rot in situ rather than in a tidy heap somewhere.

I heap will generate warmth & accelerate the decomposition process. A lump on it's own will sit there & do not a lot.
Did it really tell you to do THAT on the packet?

I have stopped covering soil with black plastic etc as it becomes a breeding ground for many many slugs both huge and their babies!
