You need special grow lights, a daylight bulb is not powerful enough.

I wondered if it was possible to grow 'anything' indoors completely, no matter what time of year it is.

Our porch.. melon in the middle (sown Jan), aubergine bottom centre (Sown Jan), sweet pepper bottom right (sown Nov). They were all inside full time.

As many people  have now pointed out not everything you might want to grow is suitable for growing indoors at any time of year owing to day length and other environmental factors.

Your latter query asks whether there is any plant at all which can be grown indoors successfully at all times of year.
