my spuds have came up but not at the same rate,a few are about 2 in others just through--question>should i earth up now or wait till the rest are up more??and does anyone use wet paper on top as they earth up,to keep in moisture??

I think I would wait a little while, I would water them lots to help speed up the process too.

As for the newspaper this is a good idea to exclude light and prevnt greening ... then it will rot down once earthed up.  If you can find some vomfrey that too can wilt on the heap!!
