Welcome to the forums.

Checking the seed packets is the best way to find out (well apart from the potatoes!) because the information will be specific to that variety.

All info is always on the back of the packets of times/space etc.
You can try different times (i still have lettuce in the garden from last summer) Not eating it though as its battled the weather and i like looking at it  :D

Sow tomato seeds indoors NOW!  I always sow mine on Christmas morning after opening presents, in a heated propagator indoors, then pot on when they germinate and grow in a cool room with plenty of light.  Then in late February/early March I put the potted seedlings in the unheated greenhouse to get the light (even in January on a sunny day the greenhouse gets up to 30 degrees centigrade).  If there is danger of heavy frost i bring them in in the evening.  Plants then are planted in the greenhouse when they are about 9-10inches tall. I apply a weak feed whilst they are in the pots about three weeks before planting in the greenhouse bed which has previously been dug and enriched with compost.  Sowing as stated on most packets in March will result in a very poor yield and quite frankly is a modern thing which only results in late summer/early autumn toms!  My grandad always sowed his in December, sometimes November!  They will need loads of light so a south facing windowsill or greenhouse in the day, indoors at night is perfect.

Only if you have somewhere light and warm to grow them on in!  Mine will be going in in another fortnight or so, and will be cropping by July or early August - any earlier, and I'll be nursing 18" seedlings with three pairs of leaves.

Light but not warm - COOL!  This slows growth but allows plants a head start on transplant shock!

I think it possibly depends on your definitions - I count mid-teens as fairly comfortable, and 18 is heading for decidedly warm, so if I want the tomatoes to grow at all, they need to be in a room I wear a T-shirt in.  They'll not be going out until the temperatures come up to T-shirt weather, and they'll probably be covered overnight for a bit anyway.
