Bodge a garden light to do the same job for cheaper roughlee? Just instead of it being controlled by the inbuilt light sensor attach a timer...

Winter lighting is usually done for the owners benefit, so they keep laying for longer. It doesn't benefit the hens.
Covering the run is a good idea to reduce the mud.
You could sprout some wheat indoors in seed trays for them, I'm not sure how much I believe in the live food thing but your chooks will certainly love you for it.
