Maybe they are a french thing but I'm sure I've seen tins in this country too.
What kind/variety of bean are they? They obviously aren't Delinel, as they are black.  :?
I demand the right to buy seed of varieties that are not "distinct, uniform and stable".

Flageolets are immature French kidney beans, which come in several colours.

Beans come in all sorts of colours, so yes, you can have black ones too. I just planted 2 different runner beans - one was black seeds, the other white seeds, yet the pods look identical. The kidney beans I get are usually red and white, but there are loads of other colours. Over here it's mostly turtle beans that are black.

Yes, as said, all sorts of colours, it is just a particular type of shelling bean, developed  somewhere in France, but most commonly the green or white ones are meant by some folks - usually cooks - who like to use the term. Very hard to get named varieties of it - or even unnamed ones - nowadays, try here:
