I just opened the pack of dwarf pea seeds and roughly 2/3rd are green and 1/3rd are yellow.

Does the colour difference indicate viability in any way?

Or longevity? The pack said ave. 70 seeds, and I only need 60l but there are almost 200 in the pack. WIll the yellow (presumably drier) seeds be viable longer? (or shorter?)

The colour difference just shows how dry the seeds are, it doesn't necessarily mean that they are younger/older. Most pea (or bean) seeds, carefully sealed, will last for a couple of years, at least.

I'd go with Mum's interpretation, assuming it is all one variety (which it should be in one packet).

I only grow snap peas and snow peas.  For possibly different reasons, all of my snow peas are yellow-tan in the packet, while the snap pea seeds are green (different packet).
