My lavender is looking a bit poorly at my allotment it's because of the frost the cold weather and the rain Will these plants pull Through

Yes, they will.
In mid-March I suggest a very light trim. Make sure you don't cut below the lowest leaf, though as they won't regrow if you cut all the leaves off a branch.
