that is very odd - lavender is a natural "insecticide" already and I've never seen anything attack it before.  Besides, I'd be concerned especially when flowering as lavender attracks loads of bees and beneficial insects.

are your gooseberries in flower?  then the answer would be no as you'll kill off pollinating insects and bees including bumble bees that come to visit.  whatever you use to spray, perhaps wait until after the flowering so that you don't risk harming beneficial insects

if it's sawfly I used to pick them off by hand and drop them in water

you must have good eyesight LOL because I could never see them but the stripped foliage/damage was clearly sawfly. 

The greenfly on the gooseberries is easily dealt with a soap spray like Trikidiki suggests.  You can buy it, or make your own with a small squirt of washing-up liquid in a spray bottle of water. 

Caterpillars are a pain as they can eat a lot of plant before a spray gets them.  You could squish them.  Wear gloves if you are squeamish

The sawfly caterpillars aren't that small, or is your eyesight that bad? 

I grow my gooseberries as espaliers and fans, it is easy to see what is going on. When they are grown as a bush the sawfly prefers to be in the centre where there is less air movement so by the time you notice them they have done the damage and probably dropped off to pupate.

I don't know, the RHS suggests these ......

Fatty acids (Insecticidal soaps) For use against aphids, whitefly, thrips, mealybugs, scale insects, leafhoppers and red spider mite.

and found that this product was no longer available, anyone any ideas why?

Could be anything from stocking problem to some EU ruling.. if you can't find it elsewhere I'd suggest a look at this - SB Invigorator which Medwyn recommended to me.
