Tomato plants. 18" tall but a ball of leaves at the top.

I've got about 15 tomato plants in the greenhouse. They were planted into growbags about 3 weeks ago, and are now about 18" tall.
The growth at the top of the plant seems to be curling in on itself, rather than climbing upward. Each plant has a loose ball of growth at the highest point ( about the size of a tennis ball). The top of the plant seems to want to go round and round rather than upwards.
Any ideas about what is going on? I've never seen this before and would welcome any advice!

Is it the leaves curling in, are any bugs in the leaves. I saw a friends toms in her poly doing similiar today but didnt like to say about it.

Are the leaves otherwise healthy?

As MoS says here http://chat.allotment-garden.org/index.php?topic=115034.0 leaf curl can be due to large temperature swings from day to night.

I've just checked the plants. There are no bugs, and the leaves seem very healthy and shiny. It's the leading tip and the two laterals directly below it that are affected. They have all curled together in a ball.

I've had leaf curl before but this seems a lot worse. Perhaps it is just an extreme form of leaf curl, but I was wondering whether it was something else?

Mine are doing this too but it seems to grow out so I'm not worrying about it as they seem otherwise happy and healthy.
Be like a duck. Calm on the surface but always paddling like the dickens underneath.

I've seen this before where the top leaves curl down into themselves and IMHO it's just the healthy top growth sorting itself out. Lower leaves that curl up at the edges is usually due to differences between day and night temps.
I work very hard so don't expect me to think as well.

I had curly leaves on mine and looked on the R H  S site which told me it could be due to stress or changes in temp they seem ok at the moment now the temp has evened out a bit .
trust me to have stressed toms as hubby would say only you could stress out a tomato
