I've had some carrots which I am trying to leave in the ground but something is coming up and eating the tops of them?

I've started to cover the tops but they are still managing to dig down and eat them.... usually just the top inch or so there are holes coming out of the ground where something is clearly tunnelling..

Only the tops are being eaten further down the root that is underground is being completely left alone.... I do have mole holes everywhere but I believe these just eat insects but I have seen mice in the garden aswell..

We have rabbits too but its definitely not them (it is surrounded by fleece for carrot fly which is buried all around and the perimeter as not been broken).

Any ideas?
