Don't worry about it, some varieties flower, some don't, some flower and set berries, some flower and then drop off.

My kestrels in bags and pots have no sign of a flower on them whatsoever. Pretty sure I had them up before flowering last year too. Watering is the problem this year (as opposed to last year!).
