If you have a soil warming cable from this company, more importantly if you still have the paperwork!  I've re-designed my propagation table by replacing the black plastic flexible sheet liner which each year seemed to get punctured (and a right pain to replace), to a lining made from rigid white plastic sheeting and would like to know;

What is the optimum height to fix the thermostat above the cable?

What is the optimum depth of soil below and above the cable?

If you haven't got your answers yet Tony, you could try the Parasene website although it returns an expired security certificate error, or you could try phoning the company. Having decided against going onto the Parasene website, the nearest thing to help that I found on the internet was on a reptile-keeping forum....

I've seen the security notice on the site,  that is what prompted the queary.
