Is seaweed free?

I would like to have a go at making a plant feed from seaweed and have read several articles that say..... Collect seaweed, wash to remove sand and other debris and soak in a bucket for a month. dilute before use.

There is no mention if I can simply rock up to a beach, grab a load of seaweed and exit with said seaweed in a bucket. Does anyone know the law regarding this?
I have my own cement mixer and not afraid to use it!!
