over 21 days an they are still sitting

i have two bantam type hens, Mother and daughter. Daughter has been sitting on eggs for almost 28 days now, the first week she was on and off more but not for lengthy period. Mother hen also laid eggs for her to sit on too, about 1 week ago, Mother hen also started sitting close to the daughter and they havent really moved since. i have heard that eggs dont become chicks until they are upto the right temp, so could this be the cause for the delay. I dont want to keep them there if nothing is going to happen but likewise unsure if i should take the eggs away! (if they would let me!)
any tips/advice

So as I read your question you have eggs ranging from 28 days down to 7 days? Did you mark any of the eggs as to when they were laid?
I have had eggs hatch as late as 28 days so the old ones could be ok. What breed are the hens and the cockerels?

yes thats right, there are 11 eggs and they range from 28 -7 days! i didnt mark them as i didnt want to touch them, last time there was just one egg and she sat on that wasnt expecting multiple egg sitting!! i know know after severe internet reading that I can touch them and the best thing to do is to mark them.

Not sure on exact breed, but they are Bantam type, i am in France and the cockerel we have is called a cricket maybe only 12" tall very beautiful, we did have a cricket hen but a buzzard took it so had to borrow a small hen off a neighbour!! she is bigger than him but again Bantam type, she looks like she has had her hair done!! very plump looking bird! Maybe i will get a picture and get them identified on here!
