I bought a load of 40 litre trugs from Asda at £5 each last year and planted around 4 spuds in each. I had more spuds than pots so could probably have just used 3. I dont know how big your grow bags are - I had some thin polythene spud bags that were pretty small (25 litres?) and I used 2 spuds per bag for them.

I put one first early in a 10 litre flower bucket (they are harvested as small new potatoes)

one second/maincrop in a 17 litre polypot

two maincrop or three earlies in a 30 litre bag

three maincrop or four earlies in a 40 litre bag

works well for me

Since I discovered last year that I have eelworm on our lotty, I will be growing all my spuds in tubs this year (Only until I try and kill of some of the little gits with mustard and marigolds)!!

Ive grown them in tubs before and had pretty good yield from 1st and 2nd earlies, 4 per large builders trug not sure what litre they are.  I will prob only put 2 or3 maincrop spuds into the same size tub.  This is my plan for 2moro  :D

Nothing like home grown spuds even of they are from a pot :-)
