Can you plant the flower heads off garlic or can you eat them? - seems a waste to not use them.

The little 'flowers' are actually tiny garlic cloves that should be individually pinched off and planted. Mind, it will take 3 years for it to reach mature size so if you've the space and time, go for it.
The little seeds can be eaten but they'll have their paper skins still on unless you've great patience to get them off or a good tool for the job.

Most of us just make sure the plant didn't flower so that all the energy gets put back into large (root) heads. When you see the flowering stalk start to form, simply pinch it off and either toss or use it in stir fries.
