I live in a flat that get little direct sunlight before the summer so my previous attempts at Chillis, Tomatoes & Peppers have struggled to get going if planted early as I would like, and get leggy if they grow at all.  As a result I'm thinking of a little indoor lighting set-up.

It won't need to light more than about 2' x 3' & only from Feb for a couple of months, but unfortunately I don't know quite what I'll need.

Any tips, links to guides or recommendations for equipment greatly received.

You don't need anything fancy, all you would need is a standard desk lamp, something like this..

I'm just thinking of using one of those little plastic growhouses (without the plastic cover) as a shelf to do this on.  Just run the light during the work day?  Is it worth wrapping some tinfoil around the frame?

Yep, the more light the better, plus with the sides covered the heat from the bulb will be great for the plants too.
