why won't my carrots germinate in my garden?

This is the third year running. Tried every recommended method with the drills and no luck. Have used a 100% slug proof barrier and got 3 carrots from half a packet of seeds.
On my new allotment, I chucked some seeds in and they all came up. I chucked some more in 2 weeks ago and they have come up like cress. So nowt wrong with the seeds. I have the same trouble with parsnips, but not with anything else. Any ideas???

OK Shaun I understand the common tongue! No, I always cover the bed with chicken wire to keep the cats off.
