Identify this plant? Sorry no pic yet

My neighbour has a huge non edible plant growing and I wonder if anyone can identify it.

It has large green/grey leaves at the base then a tall spear of tightly bunched yellow flowers. Each flower is in a small green/gray and hairy bud before it opens. It has grown to about 5 foot. It's not evening primrose (stalk too loose and airy and flowers too big), nor is it foxtail lilly (again, stalk too loose and no large leaves at the base).

Any ideas?
